Leading NASA contractor set to cull more than 1,000 jobs

Ramifications connected to the upcoming retirement of NASA's space shuttle fleet are reaching beyond the what, where and whens of delivering supplies to the orbiting International Space Station.

Affecting real people and real jobs back on terra firma, Houston-based United Space Alliance, one of NASA's leading space shuttle contractors, has announced it plans to cull around 15 percent of its total U.S. workforce on October 01 of this year.

Announced in a statement released on Tuesday, that percentage equates to more than 1,000 employees, with 800 to 1,000 expected to go from facilities in Florida, 300 to 400 from Texas, and about 10 from Alabama.

According to United Space Alliance president Virginia Barnes, all workers that lose their jobs will be given severance packages along with assistance in training for future job interviews and career transitions.

Speaking with the BBC News website, Keith Cowling, editor of NASA Watch, has warned there are many more job cuts to come as the shuttles head towards retirement.

“People being laid off now is just the beginning,” he said. “Many more thousands will be laid off as the shuttle programme is wound down.”

There are two officially scheduled shuttle missions remaining on NASA's mission calendar, which will see the aging vehicles withdrawn from service in early 2011.

NASA is still waiting for government approval for a proposed mission extension that would involve a final supply run to the International Space Station in June of 2011. It hopes to have an answer by August.

Shuttle swan song delayed to 2011

Managers of NASA's space shuttle program are seeking a shift in the launch schedule that would delay the fleet's final launch until February 2011 at the earliest.

The schedule shift would have the shuttle Discovery to lift off on Oct. 29 instead of Sept. 16, and schedule Endeavour's flight for no earlier than Feb. 28, 2011, rather than in November as previously scheduled. Managers asked for the shift this afternoon in a "Change of Launch" request issued to all invoved in those two flights, according to Jay Barbree, NBC News' Cape Canaveral correspondent.

Discovery is to deliver the Italian-built Leonardo logistics module to the International Space Station and install it as a permanent addition to the complex. Endeavour will bring up the $1.5 billion Alpha Magnetic Spectrometer, an international physics experiment.

"These two flights will be the last for the space shuttle fleet unless a plan to launch space shuttle Atlantis on a full-up supply run a year from now is approved," Barbree says.

NASA is already getting Atlantis ready as a backup rescue shuttle in case something goes wrong during Endeavour's mission. Assuming that Atlantis isn't needed for an unprecedented rescue, NASA has been talking about using that shuttle and a minimal crew to deliver more supplies to the station in mid-2011. Members of Congress are likely to be amenable to that plan.

NASA public affairs officials said they could not comment on Barbree's report but noted that schedule changes have been under discussion for weeks. The factors that could contribute to a delay include the need to retrofit the Alpha Magnetic Spectrometer for a longer stint on the space station, the potential for a space traffic jam involving Russian or Japanese supply craft, and the limited number of opportunities for launch due to unfavorable sun angles.

NASASpaceflight.com has been following the discussions over the space agency's shuttle manifest like a hawk, and we'll pass along any further information about the shuttle schedule as it becomes available.

Update for 6:30 p.m. ET: Space.com quotes Mike Curie, a spokesman at NASA Headquarters in Washington, as saying that the request for the schedule shift is still being reviewed, and that a final decision will be made July 1. "They just need a little bit more time to get some of the spare hardware ready to fly" on Discovery this fall, Curie said. He said such a delay could have a domino effect on Endeavour's later mission because of the turnaround time required between launches, plus the launch limitations in the timeframe between November and February.

Two Atlantis astronauts complete second spacewalk of mission

Two U.S. astronauts conducted the second of three spacewalks for space shuttle Atlantis' STS-132 mission on Wednesday, NASA said.

According to the U.S. space agency, Atlantis's mission specialists Steve Bowen and Michael Good began the spacewalk at 6:38 a.m. EDT (1038 GMT). During the seven-hour spacewalk, they plugged in four new batteries at the International Space Station and even repaired a loose antenna.

Besides, Bowen adjusted a cable on the end of the orbiter boom and used a plastic tie to hold it in position. This brief task was added after discovering early in the flight that the cable was inhibiting a camera from maneuvering correctly.

Two more batteries will be replaced Friday during the third and final spacewalk of Atlantis' flight.

Atlantis lifted off on Friday afternoon from Kennedy Space Center in Florida. This is the scheduled final voyage for Atlantis, which has flown 31 missions since it was put into service in 1985. It will have one final assignment: remain on standby in case the last shuttle crew needs a rescue.

Only two shuttle flights remain after Atlantis' flight. Discovery is targeted for launch in September with spare parts and equipment. Endeavour is due to launch in November carrying a 2-billion-dollar, multinational particle detector known as the Alpha Magnetic Spectrometer.

Space station could function until 2028, says consortium

PARIS — The consortium of agencies building the International Space Station (ISS) wants to see if the orbital outpost can manage until 2028, the European Space Agency (ESA) said on Thursday.

There are no recognized technical constraints to continuing ISS operations beyond the present planning horizon of 2015 to at least 2020; it said in a press release after a meeting of ISS partners in Tokyo.

The partnership is currently functioning to certify on-orbit elements through 2028, it said.

The Tokyo meeting assembled space agency heads from the United States, which is shouldering the main burden of building the ISS, from Canada, Japan and Russia and as well as from ESA.

Costing a reputed 100 billion dollars, the ISS has been hit by budget overruns and setbacks, as well as the loss of two of the US space shuttles, used to hoist components into low Earth orbit.

The station is due to be done this year after a 12-year construction effort.

But its future beyond 2015 has just been under cloud because of NASA's budget constraints.

That sparked fears within ESA that years of investment will give in little scientific reward before the station is mothballed.

In his draft spending plans for 2011, President Barack Obama pledged to widen the US commitment to the ISS to 2020 or beyond, NASA said in February.

Obama also confirmed the shuttle fleet's phaseout this year, assured help for commercial manned missions in space and dropped the so-called Constellation program his predecessor George W. Bush announced in 2004 to return Americans to the Moon by 2020.

Historic Deep Space Network Antenna creates Major Surgery

Like a hard-driving athlete whose joints require help, the giant "Mars antenna" at NASA's Deep Space Network site in Goldstone, Calif has begun major, delicate surgery. The operation on the historic 70-meter-wide (230-foot) antenna, which has established data and sent commands to deep space missions for over 40 years, will replace a portion of the hydrostatic bearing assembly. This assembly allows the antenna to rotate horizontally.

The rigorous engineering plans call for lifting about 4 million kilograms (9 million pounds) of finely adjusted scientific instruments a height of about 5 millimeters (0.2 inches) so workers can replace the steel runner, walls and supporting grout. This is the initial time the runner has been replaced on the Mars antenna.

The process, which will cost about $1.25 million, has a design life of 20 years.

This antenna has been a workhorse for NASA/JPL for above 40 years, said Alaudin Bhanji, Deep Space Network Project manager at NASA's Jet Propulsion Laboratory, Pasadena, Calif. It has provided a decisive lifeline to dozens of missions, while enabling scientific results that have enriched the hearts and minds of generations.

The repair will be done gradually because of the scale of the task, with an expected completion in early November. During that time, workers will also be replacing the elevation bearings, which allow the antenna to track up and down from the horizon. The network will still be able to give full coverage for deep space missions by maximizing use of the two other 70-meter antennas at Deep Space complexes near Madrid, Spain, and Canberra, Australia, and arraying numerous smaller 34-meter (110-foot) antennas together.

Yet, if you are eager on spending a few moments of your day defending the Earth from an imminent solar attack, the Royal Observatory in Greenwich, London would like to hear from you.

Its Solar Stormwatch website things to see the danger of radiation bursts from the Sun - and gives users the chance to help scientists spot Sun storms - known as coronal mass ejections - before they cause damage on Earth.

The site was built in partnership among the Science and Technology Facilities Council's Rutherford Appleton Laboratory and citizen science site Zooniverse.

When you look up at the Sun clearly it's too bright to look at properly, said Dr Marek Kukula from the Royal Observatory. With special instruments and telescopes you can see there are all sorts of substance going on.

These coronal mass ejections are enormous explosions on the Sun which launch billions of tonnes of material out into space. The burst of radiation from the Sun can knock out telecoms systems, sourcing millions of pounds of damage and even endangering life.

NASA previously monitors the Sun using two spacecraft called 'Stereo'. The craft produce 3D images of the star which can show the route of these explosions. Though, the sheer amount of data means NASA's scientists are unable to analyze the data as closely as they need - which is where the world's internet population comes in.

ULA Delta IV and NASA's commence Is a No-GOES

Launches need a delicate balance, and so with the slip of the ULA Delta IV NASA/NOAA GOES P launch to Wednesday, March 3rd, everything has slipped a day.

Formerly a United Launch Alliance Delta IV medium rocket, on behalf of Boeing Launch Services, was planned to launch the NASA/NOAA Geostationary Operational Environmental Satellite P (GOES P) on March 2 from Space Launch Complex-37 at Cape Canaveral Air Force Station, Florida.

Synoptic Discussion: Large scale upper level pattern will consist of a deep low pressure ditch over the eastern CONUS. The main subject will be post frontal winds as they will have the possible for exceeding the liftoff wind constraint of 20 kt. Natural and Triggered Lightning constraint violation potential will be negligible.

The project is developed in partnership with the U.S. Air Force (USAF) Evolved dispensable Launch Vehicle (EELV) program, the Delta IV family of commence vehicles combines design simplicity, manufacturing efficiency, and streamlined mission and vehicle integration to meet customer requirements to launch high-priority USAF, National Reconnaissance Office (NRO), NASA, and commercial payloads to orbit. With outfitted launch pads on both coasts — Space Launch Complex-37 at Cape Canaveral Air Force Station, Florida, and Space Launch Complex-6 at Vandenberg Air Force Base, California — every Delta IV configuration is accessible to service the requirements of current and future satellite programs.

The Delta IV launch system is offered in five configurations: the Delta IV Medium (Delta IV M), three variants of the Delta IV Medium-Plus (Delta IV M+), and the Delta IV Heavy (Delta IV H). WISE Star and Asteroid-Hunting Spacecraft Topic of NASA Briefing

NASA will hold a media briefing on Tuesday, Nov. 17, at noon EST, to discuss the upcoming launch of the Wide-field Infrared Survey Explorer, or WISE, mission. WISE is scheduled to launch Dec. 7, from Vandenberg Air Force Base in California. Once in Earth orbit, WISE will scan the entire sky at infrared wavelengths, unveiling hundreds of thousands of asteroids and hundreds of millions of stars and galaxies.

The briefing will take place in the James E. Webb Memorial Auditorium at NASA Headquarters, 300 E St. S.W., in Washington. NASA TV will broadcast the briefing on the NASA Education Channel.

NASA and X Prize Announce Winners of Lunar Lander Challenge

NASA will award $1.65 million in prize money Thursday to a pair of innovative aerospace companies that successfully simulated landing a spacecraft on the moon and lifting off again.

NASA’s Centennial Challenges program will give a $1 million first prize to Masten Space Systems of Mojave, Calif., and a $500,000 second prize to Armadillo Aerospace of Rockwall, Tex., for their Northrop Grumman Lunar Lander Challenge flights. The competition was managed by the X PRIZE Foundation. The Northrop Grumman Corporation is a commercial sponsor that provided operating funds for the contest to the X PRIZE Foundation.

An awards ceremony for the winning teams will be held at noon on Nov. 5 in room 2325 of the Rayburn House Office Building in Washington. Journalists should contact Sonja Alexander at 202-358-1761 for more information about the ceremony.

The Northrop Grumman Lunar Lander Challenge involves building and flying a rocket-powered vehicle that simulates the flight of a vehicle on the moon. The lander must take off vertically then travel horizontally, flying a mission profile designed to demonstrate both power and control before landing accurately at another spot. The same vehicle then must take off again, travel horizontally back to its original takeoff point and land successfully, all within a two-hour-and-15-minute time period.

The challenge requires exacting control and navigation, as well as precise control of engine thrust, all done automatically. The rocket's engine must be started twice in a short time with no ground servicing other than refueling. This represents the technical challenges involved in operating a reusable vehicle that could land on the moon.

The prize purse is divided into first and second prizes for Level 1 and Level 2. Level 1 requires a flight duration of at least 90 seconds on each flight and Level 2 requires a duration of at least 180 seconds. One of the landings for a Level 2 attempt must be made on a simulated lunar terrain with rocks and craters.

Masten Space Systems met the Level 2 requirements by achieving accurate landings and captured the first place prize during flights of their "Xoie" (pronounced "Zoey") vehicle Oct. 30 at the Mojave Air and Space Port. Masten also claimed a $150,000 prize as part of the Level 1 competition.

Armadillo Aerospace was the first team to qualify for the Level 2 prize with successful flights of its Scorpius rocket Sept. 12 in Caddo Mills, Tex. Armadillo placed second in the Level 2 competition, earning a $500,000 prize.

The average landing accuracy determined which teams would receive first and second place prizes. The Masten team achieved an average accuracy of 7.5 inches while Armadillo Aerospace's average accuracy was 34 inches.

The events of the past two months have brought the four-year Northrop Grumman Lunar Lander Challenge to a conclusion. All $2 million in prize money has been awarded.

"The Northrop Grumman Lunar Lander Challenge has had its intended impact, with impressive performances by multiple teams representing a new generation of aerospace entrepreneurs" said Andrew Petro, NASA's Centennial Challenge program manager at NASA Headquarters in Washington. "These companies have demonstrated reusable vehicles with rapid turnaround and a surprising degree of precision in flight, and they have done all this at a much lower cost than many thought possible."

Four teams had been in pursuit of the 2009 Lunar Lander Challenge prizes during the competition that opened in July. The BonNova team dropped out of the competition last week. Unreasonable Rocket, a father-and-son team from Solana Beach, Calif., conducted flight attempts during the final days of the competition but did not complete any qualifying flights.

In the Level 1 competition, Armadillo Aerospace previously claimed the first place prize of $350,000 in 2008. Masten Space Systems qualified for the remaining second place prize on Oct. 7, 2009, with an average landing accuracy of 6.3 inches. Because there were no other qualifying Level 1 flights this year, the Masten team will receive the second place prize of $150,000.

NASA's Centennial Challenges program's goals are to drive progress in aerospace technology that is of value to NASA's missions; encourage participation of independent teams, individual inventors, student groups and private companies of all sizes in aerospace research and development; and find innovative solutions to technical challenges through competition and cooperation.

The Northop Grumman Lunar Lander Challenge is one of six Centennial Challenges managed by NASA's Innovative Partnership Program. The competition was managed for NASA at no cost to the taxpayer by the X PRIZE Foundation under a Space Act Agreement. NASA provided all of the prize funds.

Ares I-X Ready, Weather Remains Unfavorable

At this morning's Ares I-X Launch Status Briefing, Launch Test Director Jeff Spaulding said the flight test vehicle is ready for Tuesday morning liftoff. "I'm very happy to report that we are tracking no problems and the vehicle is in great shape."

Weather Officer Kathy Winters offered less favorable news, reporting that there still remains only a 40 percent chance that the weather on Tuesday morning will cooperate. The issue will be a chance of clouds and precipitation in the area. There is a four-hour launch window, extending from 8 a.m. until 12 noon EDT. If weather scrubs Tuesday's attempt, the launch team will try again on Wednesday, maintaining the same launch window.

Today's preparations at Launch Pad 39B include final ordnance work and electrical testing, as well as testing of the range safety command transmitter. Later tonight, technicians will install the flight doors on the fifth segment simulator.

Launch countdown preparations in Firing Room 1 are scheduled for Monday, and the launch teams "call to stations" will come at 12:30 a.m. EDT on Tuesday.

The flight test will provide NASA with an early opportunity to test and prove flight characteristics, hardware, facilities and ground operations associated with the Ares I.

Sam Katzoff Turns 100

Sam Katzoff is celebrating his 100th birthday Monday in a cozy three-bedroom apartment, with his oxygen machine, his books, his art and memories. . .. . .of 1936, when he was a newly-minted chemist with a doctorate from Johns Hopkins, looking for a job at a time when more chemists were being laid off than hired.

Credit: Laura Hodges "I saw an advertisement for a junior physicist," Katzoff says, occasionally haltingly, more often in a firm, conversational tone from his chair, alongside an oxygen pump. "I was very good in all of the physics courses I had taken, so it wasn't very far-fetched for me."

He took a test and the National Advisory Committee for Aeronautics' Langley Research Center hired Katzoff, who stayed for four decades, along the way repairing at least one deficiency in his resume.

"I didn't know a thing about flying," Katzoff says. "I didn't know what made a plane fly. But I knew how to study and I learned."

Well enough to develop codes for translating wind tunnel data into actual flying information for the development of many of the planes of World War II. And well enough to span flight from the propeller to the jet engine.

"Since I was largely theoretical, I wasn't out there getting my hands on things," Katzoff said. "I calculated what was wrong with them."

He spanned mathematics from NASA's female calculators to digital computers. And eventually he became the senior staff scientist under then-director Floyd Thompson.

"That meant I could do whatever I pleased," Katzoff said. "People thought the senior scientist had to keep an eye on everything in science, which wasn't true. I was doing my own work. If anybody wanted me to help, they knew where to find me."

He was found often when somebody was writing a technical paper.

"He was the eminence grise," says Dennis Bushnell, Langley's chief scientist. "You cared what he thought. You cared what he said."

You had to, particularly if you wrote.

"He was the kind of person who could look at a paper and tell whether it was a lot of bull," said George Brooks, former structures and materials head at Langley. "If you were writing a paper and were publishing, he would review it and that would help a lot of people in the field to come up with a better way of saying what they were trying to get across."

Says Bushnell: "He was the guy who instituted the clean way to write reports."

Katzoff eventually turned the method into "Clarity in Technical Reporting," a pamphlet produced at Langley. Through four printings, it was circulated throughout the agency after "Clarity in Technical Reporting" -- according to Melvin Day, head of the Scientific and Technical Information Division at the time -- "began to earn a word-of-mouth reputation as a small classic."

Sue Miller, technical information specialist at Langley's Technical Library, says she continues to get requests for the pamphlet.

In it, Katzoff advises, "The purpose of the report is to present information. You will hardly disagree with this statement; yet many authors seem to subordinate this purpose and quite forget the poor reader when preparing a report. . ."

"Apparently the presumed purpose to present information is frequently forgotten in the author's desire to show his own brilliance, to impress the boss, to impress the secretary, to demolish the rival or to get a raise. Worthy as these objectives may be, the basic objective should be to make the report clear and informative; furthermore, if this objective is attained, the secondary objectives will automatically be attained."

Says Katzoff, simply: "I had a reputation for being able to write English."

He has a wry wit and is ready to teach at any opportunity.

"I traveled with Sam on at least one occasion where we happened to spend a night at a hotel," Brooks says. "That evening, he was teaching me the basic elements of the Old Testament."

Another time, Brooks asked Katzoff about an old Dodge he owned.

"He said, 'Oh, I got it painted,' " Brooks recounts. "I said, 'What color did you get it painted?' He said, 'The family color: Kelly green.' "

When Katzoff retired from NASA, he moved back to his native Baltimore, where a school principal of his acquaintance talked him into teaching sixth-grade youngsters science for one hour a week.

"I didn't know how to say no," he says, then laughs. "I taught. That's why I'm so old. No, I enjoyed it. It was a challenge."

From that classroom, he moved into working with older children in John Hopkins' Center for Talented Youth. Eventually, Katzoff funded scholarships to the center and wrote a book called "Twists and Turns and Tangles in Math and Physics."

"I didn't intend for it to be bought," he says. "I meant for it to be given away to bright kids all over the country. I meant it for bright high school kids on the verge of graduating. I was considering myself when I was graduating. I could have enjoyed that."

Instead, there is a generation shunning math and science.

"I worry about it," he says. "I don't know the answer to that."

He spends his days working on puzzles. "I do Sodoku," he says, smiling. "The ones in the newspaper are the easiest ones I do in a day."

Anyone who visits gets a tour of his "art gallery," conducted by Katzoff, who whips off his oxygen breather and scurries about on his walker, talking about a reproduction of a Picasso, a mosaic -- "from the walls of Babylon," he says -- and a print of flowers in a vase that was once on his wall at Langley.

Nearby are the NACA wings that virtually everyone who worked with the organization -- which was the forerunner of NASA -- has somewhere in their homes.

The stories come from his memories, of friends like Hewitt Phillips, who recently passed away, and of Dick Whitcomb.

But Sam Katzoff left a few memories of his own.

"Sam was good for Langley because he helped people," Brooks says simply.

It's an epitaph that was embellished at Johns Hopkins Center for Talented Youth, and it lingers at NASA, every time Sue Miller gets a call in the library for a copy of "Clarity in Technical Writing."
